Penerapan Nilai-Nilai "Adat Basandi Syarak, Syarak Basandi Kitabullah" dalam Pengelolaan Objek Wisataoleh Dinas Pariwisita di Kota Bukittinggi

Abstract

This study aims to analyze the implementation of the values of Adat Basandi Syarak, Syarak Basandi Kitabullah in the management of tourist attractions by the Tourism Office of Bukittinggi City and to identify the factors influencing its implementation. This research is motivated by the suboptimal application of traditional and Islamic values in tourism management practices, which tend to prioritize economic aspects over cultural and religious values. This study uses a qualitative approach with data collection techniques including interviews, observations, and documentation. The informants consist of officials from the Tourism Office, tourism managers, traditional leaders, and local communities.The results show that the implementation of Adat Basandi Syarak, Syarak Basandi Kitabullah values in tourism management in Bukittinggi City has not been fully optimized. This is reflected in the presence of tourist behaviors that do not align with local norms and religious values, lack of socialization of these values to visitors, and the limited role of managers and the government in integrating these values into policies and field practices. Furthermore, the factors influencing this implementation include limited human resources, weak policies and supervision, low community participation, and inadequate coordination among related institutions. Therefore, more integrated and serious efforts are needed from the government, community, and traditional institutions to strengthen the application of these values so that tourism management not only generates economic benefits but also preserves cultural identity and religious values.
